On July 14, 2021, the Montgomery County Chamber of Commerce Legislative Affairs Committee welcomed guest speaker Richard Madaleno, Chief Administrative Officer for County Executive Marc Elrich. Madaleno focused his remarks on COVID-19, the County's budget, and the County Executive's policy priorities. He shared that Montgomery County has vaccinated 91% of eligible residents with at least one dose, which is vital to economic recovery. The unemployment rate in Montgomery County prior to the pandemic was hovering around 3.1%. It peaked at 8.6% after the start of the pandemic and now sits at 5.6%. Madaleno reported that Montgomery County received $388M in direct aid from the federal government in addition to $424M to Montgomery County Public Schools, $75M to Montgomery College, $75M for rental assistance, and $70M for transit. The County used the direct aid for a variety of programs, including $80M for businesses and non-profits.
He Madaleno also summarized County Executive Elrich's policy priorities, which are equity and advancing social justice, educational opportunities for all, education across the county, environmental sustainability to fight climate change, and efficient and effective public services.
