General Federal Policy
Advanced Research Projects Agency for Health (ARPA-H)
Summary: President Biden proposed the creation of the Advanced Research Projects Agency for Health (ARPA-H) to improve the U.S. government’s ability to speed biomedical and health research. Public Law 117-103 was enacted on March 15, 2022, authorizing the establishment of ARPA-H within the U.S. Department of Health and Human Services.

- July 2024: MCCC signed onto a letter advocating for amendments to the NDAA. MCCC's GovConNet Council urges the adoption of important contracting changes relevant to small businesses in the federal contracting space. The small business community has spent many years trying to fix the following issues, which these amendments address:
- Increase the sole source thresholds for individually-owned 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVOSB), and Women-Owned Small Businesses (WOSB).
- Create parity for sole source contracts in the SDVOSB, HUBZone and WOSB programs by harmonizing the reasonable expectation language.
- Increase the governmentwide goal for small business procurement contracts.
- Strengthen the ability of small businesses to be successful subcontractors.
