GSA Overview of the Procurement Ombudsman Office and GSA’s New Programs and Initiatives - Feb 27, 2017

Millisa L. Gary, Ombudsman, GSA Office of the Procurement provided an overview of Procurement Ombudsman Office, New Programs and Initiatives.  Ms. Gary’s entire career has been with the Federal government, in both the executive and legislative branches. Ms. Gary was appointed as GSA’s first Procurement Ombudsman in February 2014 and is also the agency Task and Delivery Order Ombudsman.
As the gateway to the Federal marketplace, GSA’s Ombudsman’s Office works to improve vendor relations, is a forum to voice concerns and advocate for fair opportunities. They form productive partnerships with industry and encourage stakeholder engagement. Partnerships provide assistance with shaping requirements, promote marketplace innovation, foster competition and better pricing for customer agencies. They work towards a stable supplier base.

Ms. Gary provided information about initiatives specific to the IT 70 Schedule including:

  • Schedule 70 Startup Springboard: Offers an alternative to the 2 year corporate/professional experience requirement for highly qualified business offering innovative technologies
  • FAStLane:  Focused on awarding offers in 30-45 days rather than 110 days (for eOffers), and awarding contract modifications in 1-2 business days rather than 16 days (for eMods)
  • Schedule 70 Plain Language Road Map: New site that provides a clear and concise path to navigate the IT Schedule 70 offer process

The GovConNet forum provided the Ms. Gary with an excellent opportunity to hear from businesses during the Q&A session moderated by Michelle E. Litteken, Associate, PilieroMazza PLLC.
