William A. Sisk, Deputy Commissioner of the Federal Acquisition Services of the U.S. General Services

William Sisk was appointed deputy commissioner for the U.S. General Services Administration’s Federal Acquisition Service, effective July 14, 2013. He had served in the position in an acting capacity since November 4, 2012.

Since June 2011, Mr. Sisk was the assistant commissioner of General Supplies and Services where he led an organization of over 1,200 government employees and contractors with $23 billion in annual business volume. He was responsible for the acquisition of services and supplies used by the federal agencies, the management of supply operations, the non-IT multiple award schedule program and the disposal of federal personal property.

Mr. Sisk, who started his career at GSA as an intern, has held many leadership positions within the organization. Prior to GSS, Mr. Sisk has been the FAS regional commissioner of the Southeast Sunbelt Region (Region 4) since 2007. He has served in a variety of leadership positions in Region 4, including the Public Buildings Service acting regional commissioner, assistant regional administrator, director of the Southeast Distribution Center and Regional Budget Officer. Mr. Sisk graduated from the Citadel with a Bachelor of Science in business administration.


Alfonso Finley, Regional Commissioner, Federal Acquisition Service of the Nation Capital Region                         

Al Finley was appointed Regional Commissioner for the U.S. General Services Administration, National Capital Region, Federal Acquisition Service (FAS), on June 9, 2008.  He served as NCR FAS’ Acting Regional Commissioner from July 2007 – June 2008.  As Regional Commissioner, Finley leads GSA’s largest regional operation with a client base of 850,000, supported by the Assisted Acquisition, Network Services, Fleet Management and Personal Property Management business lines.   

Prior to joining GSA, Finley served 20 years as an officer in the U.S. Army and held several key leadership positions.  He has several years of experience within military operations and the DoD acquisition workforce.  His acquisition background includes project management for major software development programs for DoD command and control systems and telecommunications.  Finley served in the Defense Information Systems Agency’s (DISA) Global Command and Control System’s Joint Program Management Office.  He was responsible for all software integration and operational testing, documentation and configuration management. 


Roger Waldron, President of the Coalition for Government Procurement
Roger Waldron brings more than 25 years of high-profile government contracting experience. He has extensive experience in GSA Multiple Award Schedule Programs including 20 years with the General Services Administration. During his time at GSA Roger held several positions including Senior Assistant General Counsel; Director, Acquisition Management Center, and Acting Deputy Chief Acquisition Officer, where he was responsible for the development, issuance and monitoring of acquisition policies and procedures governing GSA’s $60 billion procurement operations.


Tami Riggs, Assistant Commissioner for the Office of Customer Accounts and Research
Tamela “Tami” L. Riggs leads FAS’ research, outreach and account management programs. The Federal Acquisition Service currently delivers more than $50 billion of best-value products, services and solutions to federal customers, allowing them to effectively and efficiently achieve their missions. Through interactions with industry and customers, research and analysis of market trends and collaboration across
GSA, the Office of Customer Accounts and Research works to continually strengthen service delivery and enhance solutions offerings.
