Small Business Committee Reviews Procurement Policies

Led by Small Business Committee Vice-Chair Judy Stephenson, President, OfficePro, Inc. and Co-Chair Charles Atwell, President, Innovative Business Interiors, Inc., the Small Business Committee heard from representatives from Washington Gas and Pepco on their procurement programs.

The committee heard first from Laura Welsh, Manager – Supply Chain, Contract Management and Supplier Diversity for Washington Gas. Welsh’s presentation discussed how Washington Gas seeks to find diverse suppliers for purchasing opportunities. For example, Supplier Diversity Status is considered and evaluated in their RFP process and for sourcing events over $25,000, a diverse vendor is required. Diversity includes small businesses. In fact, Diverse Spend Reports are reviewed monthly by Senior Management and the goals are included in the Corporate Scorecard. Washington Gas procures with companies on a variety of services including advertising and marketing, furniture, and security services.

Charlie Partridge, Regional Supplier Diversity Manager for Pepco Holdings, Inc also discussed procurement with the Small Business Committee.  Pepco Holdings includes PEPCO, Delmarva Power, and Atlantic City Electric as part of their regulated utilities. Partridge emphasized diversity in her presentation and also stressed the attractiveness of procuring locally manufactured goods and services. Pepco looks to procure with diverse suppliers, which they define as businesses 51% owned and operated by ethnic minorities, non-minority women, disabled veterans/veterans, and small businesses.
