Guest Speaker: Senator Brian Feldman, Maryland General Assembly (D-15)

Tom McElroy, Vice-Chair of the Legislative Affairs Committee, welcomed members and introduced our guest speaker, Senator Brian Feldman (D-15), Maryland General Assembly. Feldman discussed priorities, opportunities and challenges in Maryland and Montgomery County.

The region’s economy is dependent on the Federal government. With decreased spending in the Federal government, it is important that the region focuses on economic diversification. Growth in the private sector needs to be Maryland’s focus.

Maryland receives the most research funding dollars for Biotechnology. Between the research funding and Maryland’s talented workforce, there is a lot of opportunity to grow the private sector. Offering Biotechnology, Cybersecurity and Life Sciences tax credits incentivize companies to locate in Maryland.

The last time Maryland had a serious look at its tax code was The Linowes Commission in 1987. In 2014, the Governor issued a commission to study tax policy and business climate issues. A report will be issued on December 15. Feldman said tax policy will be a priority in the 2015 General Assembly Legislative Session.

Transportation continues to be a top priority for MCCC. Feldman discussed the constitutional amendment to create a transportation lock box that will appear on the general election ballot on November 4. President and CEO Gigi Godwin noted that the Board of Directors voted unanimously to support the transportation lock box.

The biggest challenge facing the Montgomery County delegation is the County’s size and diversity. It’s unlikely that two separate parts of the county have the same top priorities, which makes it more difficult for Montgomery County to speak with a single voice.

Feldman concluded the meeting by asking MCCC members to contact him with suggestions and questions.
