Guest Speaker: Mike Haley, Strategic Planning Manager, Office of Planning & Capital Programming, Maryland Department of Transportation (MDOT)

Vice-Chair of the Infrastructure and Land Use Committee, Gus Bauman, welcomed MCCC members and introduced the guest speaker Mike Haley, Strategic Planning Manager, Office of Planning & Capital Programming, Maryland Department of Transportation (MDOT).

Mr. Haley presented an overview of the 2035 Maryland Transportation Plan (MTP). This plan is a 20 year vision for transportation in Maryland that outlines policies and priorities and helps guide statewide investment decisions across all modes of transportation. Throughout the creation of the MTP, economic development, community development, and the connection between transportation and land use served as guiding principles.

Critical challenges include:

  • Safety
  • Aging transportation system assets
  • New technologies for transportation
  • Changing demographic, economic, and travel patterns
  • Supporting community quality of life and wise land use choices
  • Managing congested infrastructure
  • Consideration for the environment

The Maryland Department of Transportation aims to take a unique approach in each of the four generalized place types and identify improvements that are appropriate and desirable in each area.

Projects of top-priority in Montgomery County include the I-270 Interchange, CCT, and Purple Line. Much of this work is made possible by the gas tax which brought in $4.4 billion this year. The P3 legislation passed in 2013 makes some of these projects more feasible although the point was made that they are much more attractive to private entities when the State has invested resources in the planning.
