Planning Board Chair Carrier Talks Zoning

Vice-Chair Gus Bauman introduced the Committee and welcomed the guest speaker Francoise Carrier, Chair, Montgomery County Planning Board.

Ms. Carrier spoke about the process for filling the Planning Director vacancy. The timeline is to have someone in place by early 2013. The planning board has selected candidates to interview who have strong backgrounds in planning and management who they hope will be in the job for a long period of time.

She also spoke about the zoning code re-write project. Ms. Carrier explained the goals of the zoning code re-write including: simplifying the zoning code by condensing it and making it easier to read and understand, making the new zones more flexible with different standards, modernization, and to allow for a mixture of uses.

Additionally, the new zoning code would reduce parking requirements, especially in dense mixed-use areas and the development review process will also be more streamlined, but will have enough citizen participation to preserve fairness to the community.

The committee asked questions about grandfathering under the new code, broad language regarding master plan exceptions, special exceptions, new floating zones, rules regarding residential care facilities.
