MCCC and GovConNet Leaders with Mary Armstead

Recap of the April 5, 2012 GovConNet Committee Meeting

Mary B. Armstead, Program Director of the National Institutes of Health Information Technology Acquisition Assessment presented on the topic of the Conceptual Framework for the new GWAC to the MCCC GovConNet Committee on April 5.

Ms. Armstead indicated that the planning for the National Institutes of Health Information Technology Acquisition and Assessment Center’s (NITAAC’s) next generation products vehicle is well underway. The new products vehicle, temporarily titled “Chief Information Officer – NEW (CIO-NEW),” will complement NITAAC’s soon to be awarded “Chief Information Officer – Solutions and Partners 3 (CIO-SP3)” GWAC. In February 2012, NITAAC posted a special notice in FedBizOpps.Gov seeking the perspective of industry on the CIO-SP NEW scope and award concepts.

At the April 5th GovConNet Committee Meeting, Mary Armstead reviewed the conceptual framework for this new GWAC and welcomed feedback from Montgomery County Chamber members. She noted that the eventual RFP will be structured in a manner to ensure meaningful participation of small businesses.

Ms. Armstead serves as the Program Director for the National Institutes of Health Information Technology Acquisition Assessment Center (NITAAC). In this capacity, she sets the strategic vision for the Program and provides executive oversight of financial operations, business development and outreach efforts, and administrative management of NITAAC’s Government-Wide Contracting Programs. Prior to her current assignment, Ms. Armstead served as the Director, Acquisitions and Logistics for the NIH Business System.
