GovConNet Committee meets Mary Armstead

A full boardroom of GovConNet Committee members welcomed Mary B. Armstead to its September 1 meeting. Ms. Armstead first presented to the GovConNet Committee in 2010.

Ms. Armstead serves as the Program Director for the National Institutes of Health Information Technology Acquisition Assessment Center (NITAAC). In this capacity, she sets the strategic vision for the Program and provides executive oversight of financial operations, business development and outreach efforts, and administrative management of NITAAC’s Government-Wide Contracting Programs. Prior to her current assignment, Ms. Armstead served as the Director, Acquisitions and Logistics for the NIH Business System, where she led a staff responsible for operations and maintenance of administrative software applications under the NIH business enterprise system. Ms. Armstead also held positions at NIH as a Procurement Analyst in the Office of the Director, a Contracting Officer at the National Institute of Environmental Health Sciences, and a Contract Specialist at the National Cancer Institute.

Ms. Armstead presented the scope and activity under the ECS III, as well as trends observed within the Federal space that may influence the scope of the next generation products vehicle. She presented news that The National Institutes of Health Information Technology Assessment and Acquisition Center (NITAAC) has initiated planning for the recompetition of its Government-Wide products vehicle. Comparing it to Alice’s Restaurant where you can get anything that you want,  NITAAC’s existing products GWAC ( referred to as ECS III - Electronic Commodities Store III), provides Federal agencies with a mechanism for acquiring information technology products and related services quickly, efficiently, and at the best prices.

Since Montgomery County has a large number of small businesses who are experts in the IT space, we are excited to learn of Federal opportunties to address this challenge.
